WP 4 - Response capacity in management
Complex adaptive ecosystems require flexible management and adaptive governance. What are the governance mechanisms that help stimulate learning platforms for monitoring and responding promptly to early warning signals derived from the investigated ecosystem resilience indicators? What are the existing barriers for moving towards an ecosystem approach for the Baltic Sea? How could multi-actor experiments be designed to generate new knowledge and innovations for adaptive governance and ecosystem management? What are the key social mechanisms and strategies for incorporating an understanding of ecosystem dynamics into new management and governance systems?
Aim of the WP
This WP aims to identify, analyze and evaluate multi-level, multi-lateral governance strategies that are able to respond promptly to new ecological information, as well as steer away from critical ecological thresholds, large scale ecosystem crises and move out of undesirable states when regime shifts have already taken place.
Governance and management
Innovation and novelty is important to steer away from pending unwanted changes in ecosystems and their associated services, but governance strategies for innovation are often lacking. Forward-looking decisions and strategies could transform social-ecological systems and stimulate the emergence of more holistic, integrated forms of management. Additional to the inventory of learning platforms, we will investigate the opportunity context and agency for diffusing such innovation in the multi-lateral, multi-level governance system.
Projects under the WP
Currently, a number of smaller research projects are conducted in WP4 listed below (to be updated with all projects shortly)
1. The complexity of compliance - Managed by Wijnand Boonstra, this project investigates hos different "recipes" of conditions and mechanisms drive processes that lead to compliant and noncompliant behavior with regards to limiting fishing effort in the Baltic Sea, in order to sustain marine ecosystem services in the long run.

2. Styles of fishing - Managed by Wijnand Boonstra, this project constructs a meaningful typology of the genesis and development of fishing styles in the Baltic Sea, intending to show how fishers differently respond to regime shifts, and how their adaptive behavior impacts differently upon both social and ecological conditions.
